road-conditionThe methodology used for preparation of Road Condition Reports utilizes three levels of detail.

1. Digital Video
The road is recorded using a vehicle-mounted digital video camera. The vehicle travels at slowest “safe” speed possible to capture the overall condition of the road. The digital video is able to capture road conditions that photos miss.

2. Incremental Still Photos
The next level of detail is through the use of still photos taken every one tenth of a mile (528′) along the subject road. Still photos allow us to zoom in closer than the video camera. However, the 528′ increments only capture portions of the road.

3. Zoomed in Still Photos
The third level of detail is still photos. These photos are zoomed in on actual road defects such as potholes or crushed pavement. The still photos are accompanied by a written description of the defect.

Videos included with these reports are saved in a common “mp4” video file format. Mapping grade GPS is utilized to document the locations of the still images and defect photos.

Elements of a Pre-Development Roadway Condition Survey

  • Document existing road degradation and defective conditions.
  • Photograph and measure existing storm drainage structures and piping.
  • Photo and video evidence of existing shoulder and roadside vegetation and adjacent structures.
  • Document road surface types to determine load bearing tolerances.
  • Analyze turn radii and transport obstructions using Autoturn software.
  • Record bridge conditions and weight limit signage.
  • Pre-plan temporary plating and emergency culvert and road repair.
  • Vertical and horizontal clearance observations.
  • Recommend temporary traffic controls as applicable.
  • Document existing construction projects.
  • Fulfills DOH filming and documentation for bonding.
